Designated Investigation Agency | Early Soil Contamination Survey During Operations When Rebuilding Automobile Maintenance Factories

To prevent delays in construction during factory rebuilding and facility decommissioning, we propose an early soil contamination survey to clearly identify potential risks around the equipment from the operational stage.

This proposal is an early soil contamination survey package aimed at owners, management, and general affairs departments of currently operating automobile maintenance factories, designed to clarify potential risks on-site without halting operations. In maintenance factories that have been in operation for many years, there is a risk that cleaning solvents such as trichloroethylene, which fall under specific harmful substances, as well as lead, hexavalent chromium, cadmium, boron, and fluorine from past soldering, putty polishing, and anti-corrosion chromate plating processes, may have permeated underground from aging pipes and pits. If these issues are left unaddressed and the factory faces reconstruction or the closure of specific facilities, there could be unexpected high-cost construction and significant delays in the schedule. As a designated investigation agency by the Ministry of the Environment, we provide comprehensive support for planned environmental risk management and cost reduction, from detailed historical verification of the factory's operational history to narrow-site and indoor sampling using a completely electric simple boring method (SCSC method) with zero exhaust emissions, depth-specific boring surveys to narrow down the three-dimensional extent of contamination, and rapid public analysis of leftover soil from reconstruction.

basic information

This survey specification is composed of advanced equipment and technology specifications that minimize the impact on factory operations to the utmost extent. Even in pits with constraints on indoor workspaces and ceiling heights, we use a completely electric, easy-to-move and install, exhaust gas zero simple mechanical boring machine (SCSC method) to conduct rapid sample collection while keeping noise and vibration to a minimum. It is capable of high-precision soil gas sampling in Phase 2 and vertical continuous core sampling up to a maximum depth of 10 meters in Phase 3. The collected soil and groundwater samples are analyzed with high precision in our own laboratory at a registered measurement certification facility, in accordance with the official methods stipulated by the Ministry of the Environment, providing reliable evidence data promptly.

Applications/Examples of results

The main purpose is to inventory the environmental liabilities of aging infrastructure in operating automobile maintenance factories and to conduct preliminary soil risk assessments for factory reconstruction plans while continuing operations. It will be used to understand and manage the presence of contamination in advance, in preparation for submitting notifications for the abolition of specific facilities using designated harmful substances (Article 3 of the Water Pollution Control Act) and for partial changes in land characteristics on the site (Article 4 of the Act; development notifications for areas of 900 square meters or more). Additionally, based on the annual business plan, it can be widely utilized to obtain baseline data for incorporating cost-effective in-situ bioremediation and solidification methods while operating, as well as for pre-shipment lot standard analysis that complies with the residual soil regulations of various prefectures (such as Chiba and Saitama) for the excavated soil generated during reconstruction.
