不動産鑑定評価基準において、土壌汚染の有無は住宅地・商業地・工業地における重要な個別的要因として明確に規定されており、不動産の効用や経済価値を決定づける価格形成要因の一つです 。適正な価格判定や最有効使用の判断を行うには、市場参加者の観点からこのリスクを明確に把握し分析することが欠かせません 。そのため、土地の購入前や引渡し前の早期段階で地歴調査(フェイズ1)を実施することは、予期せぬ資産価値の下落を防ぎ、土地売買時のトラブルを回避する上で極めて有益です 。一見して現在は問題がなさそうな土地であっても、過去に工場等が存在した履歴を住宅地図や登記簿から調べることで、引き渡しのリスクを事前にコントロールできます 。
